Social security and insurance

Currently, a multi-level model of the social security system is functioning in the country, basically corresponding to the principles of a market economy and providing for the allocation of responsibility for social security between the state, employer and employee at the basic, mandatory and voluntary levels.

From Қаңтар 1, 2018, in accordance with the Law of the Republic of Kazakhstan of Қараша 30, 2017, No. 113-VI "On the Republican Budget for 2018-2020", the sizes of pension payments for age and length of service are increased by 8%, the size of the basic pension is increased by 6% .

As a result of the increase, as of Шілде 1, 2018, the amount of the basic pension payment is KZT 15,274, the average size of pension payments, taking into account the basic pension payment – KZT 70,703.

The average size of state social benefits as of Шілде 1, 2018 is: KZT 41,102  for disability, KZT 33,099 for the loss of the supporter, and KZT14,708 for the age.

As of Шілде 1, 2018, there are 14.4 thousand recipients of state special benefits under Lists No. 1 and No. 2 in the republic.

Since the beginning of 2018, the amount of state special benefits under the lists No. 1 and No. 2, taking into account the increase in benefits, was 22,656 KZT and 20,154 KZT, respectively.

The average size of social payments for the loss of ability to work and the loss of a breadwinner from the SSPF as of Шілде 1, 2018 amounted to 14,198 and 16,692 KZT, respectively.

Simultaneously with the increase in the amount of pension and social benefits, work was carried out to improve social legislation:

– From the beginning of 2014, subsidies for compulsory pension contributions for working women were introduced during their stay in childcare leave for up to one year, contributing to an increase in their pension savings, and the achievement of an adequate level of pensions. From the republican budget in Маусым 2018, 380,0 million KZT was transferred to individual pension accounts of 81,400 recipients of social payments for the care of a child up to one year from the GFSS, while for the entire period from 01/01/2014 the total amount subsidies was 18.7 billion KZT.

- Mandatory professional pension contributions are introduced in favor of employees employed in harmful (especially harmful) working conditions. As of Шілде 1, 2018 (for the period from 1.01.2014 to 30.06.2018), more than 9.7 thousand employers made transfers of mandatory professional pension contributions in favor of 445.8 thousand employees, the amount of savings amounted to 168.1 billion ., KZT.

Social support of motherhood and childhood

In accordance with the legislation, state support was provided to the families with children from the republican budget as of Шілде 1, 2018:

- 162,3 thousand people received a childbirth allowance (which is more by 0.4% of the same period of the previous year) for the amount of 16.7 billion KZT;

- an average of 129.0 thousand people were covered with an allowance for caring for a child before reaching one year of age (which is less by 14.8% of the same period last year) for a total of KZT 14.6 billion;

- 79.6 thousand people received benefits for persons raising a disabled child, for a total of KZT 14.5 billion.

In Маусым 2018, social payments were made from the State Fund of Social Insurance in case of loss of income in connection with the care of a child after reaching the age of one year to 223,812 recipients, while the amount of payments from the SSPF amounted to 8,496.5 thousand KZT.

 

Social support for vulnerable groups.

Social help

Since Қаңтар 1, 2018, targeted social assistance for the new format has been implemented to support low-income families, as on Шілде 1, 2018, 408,518 people (79,147 families) are targeted social assistance recipients, 61,938 of them (15,541 families) are recipients unconditional cash assistance, 346 580 people (63 606 families) are recipients of conditional cash assistance, while the amount of appointments was 10 032.5 million KZT. The average size of TSA for the indicated period was - 4 093.1 KZT.

As of Шілде 1, 2018, housing assistance was provided to 56.2 thousand families in the amount of KZT 1,465.4 million (compared to the same period in 2017, it decreased by 1.0%). The average amount of housing aid was 4,341.7 KZT, which is 12.3% more than in the same period in 2017.

The share of the population with incomes below the subsistence level in the 1st quarter of 2018 was 4.1%, compared to the same period in 2017, it increased by 1.5 percentage points.

For reference: since Қаңтар 2018, the structure of the subsistence level has been changed, associated with an increase in the fixed share of spending on non-food goods and services from 40% to 45% of the cost of the minimum consumer basket.

Provision of special social services

In accordance with the Law of the Republic of Kazakhstan "On Special Social Services", the reform of the social service system is being carried out. In stages, the standards for the provision of special social services in a hospital, a semi-permanent establishment, home care and temporary stay are being introduced in the public, private and non-governmental sectors.

To implement the Standards for the provision of special social services in 2016, 939.3 million KZT of the republican budget funds were spent, in 2017, 978.8 million KZT of targeted current transfers were disbursed.

As of Қаңтар 1, 2018, the social service system covered:

- 23.4 thousand elderly and disabled, including disabled children in 114 medical and social institutions of a stationary type;

- 14,2 thousand people in 99 semi-permanent organizations (day care units, rehabilitation centers);

- 55.7 thousand people in 506 social assistance at home for the elderly and disabled, including disabled children;

- 13,2 thousand people in 26 Centers for Social Adaptation for persons who do not have a specific place of residence, including in night-time and social patrol departments;

- more than 1 thousand people in 6 Crisis centers-shelters for victims of domestic violence.

As of Қаңтар 1, 2018, a social order for the provision of special social services was implemented in 16 regions among 130 NGOs with a coverage of more than 9.2 thousand people, including private organizations.

 

About social protection of invalids

Work in social protection and creation of equal opportunities for participation in the life of society for disabled people is conducted in accordance with the Plan of Measures to Ensure the Rights and Improve the Quality of Life of Persons with Disabilities in the Republic of Kazakhstan for 2012-2018 (hereinafter referred to as the Plan) (for reference: in the Republic at present there are 662.5 thousand disabled people, of which 411 thousand are of working age, 83.5 thousand children under 18 years old).

Since 2016, the third stage (2016 - 2018) of the Plan is being implemented.

In 2017, the List of Technical Auxiliary (Compensatory) Means and Special Means of Transportation was expanded, new tiflotechnical means were introduced for persons with visual impairment; compulsory hygiene products; additional technical facilities for disabled people, whose self-maintenance is difficult due to physical violations; increased the time for the provision of services for sign language specialists for the disabled by hearing from 30 to 60 hours per year; For the first time invalids over the age of 18 with a cochlear implant are provided with services for replacing speech processors.

With the support of the republican budget, in 2017 local executive bodies installed 488 units of road signs and signposts in the locations of organizations focused on servicing the disabled, 45 units of pedestrian crossings are equipped with sound devices.

An assessment is made of the state of accessibility of facilities and services in the main spheres of life of people with disabilities. As of Шілде 1, 2018, 31.5 thousand objects have been certified, of which 21.1 thousand are subject to adaptation, 18,2 thousand objects have been adapted.

Labor market and employment

In accordance with the instructions of the Head of State, the Program for the Development of Productive Employment and Mass Entrepreneurship (hereinafter referred to as the Program) is being implemented since 2017 (RRD No. 919 of Желтоксан 29, 2016).

According to the results of the first half of 2018, 289.5 thousand people became participants of the Program, 249.6 thousand of them are unemployed. (86%), self-employed - 39.8 thousand people. (14%). As of the reporting date, 243 thousand people were employed, of which 158 thousand people or 65% are permanent employees.

At the same time, the proportion of young people under the age of 29 is 45.2%, the share of women is 32.5%.

The first direction: "Providing technical and vocational education (TVE) and short-term vocational training".

In the framework of this direction, since last year, 20,170 people continue to study in TVE. Participants in the Program are provided with a scholarship, one-time hot meals and travel assistance.

As of Шілде 1, 2018, 29 748 people (plan for 2018 - 37,249 people) are directed to short-term vocational training in the professions and skills in demand on the labor market.

The second direction: "The development of mass entrepreneurship."

Within the framework of this direction, 3,027 microcredits were issued during the reporting period (the plan was 14,208), of which 2,486 in the villages and 541 in the towns.

For people who start their own business for the first time in the framework of the Bastau-Business project, entrepreneurship education is taught. In 2018, the project "Bastau-Business" is planned to cover 30 thousand people. As of Шілде 1 of this year, 12,600 people were sent to Bastau-Business.

The third direction: "Development of the labor market through the promotion of employment and mobility of labor".

In the third direction of the Program, 243.5 thousand people were employed for the reporting period, including 157.6 thousand people were employed for vacancies (for permanent jobs), compared to the same period in 2017, this indicator increased by 61% (97.5 thousand people). In addition, 17.2 thousand people were employed in social jobs or 101% of the plan (16.8 thousand plan). 13.8 thousand people were sent to youth practice, or 67% of the plan. Assistance in employment for public works was provided - 54 thousand people (plan - 73.1 thousand people).

In 2018, a quota is provided for 1,706 families of migrants and 622 families of oralmans for resettlement from labor surplus regions (Almaty, Zhambyl, Kyzylorda, Mangistau and South-Kazakhstan regions) to the work-deficit regions (East Kazakhstan, Kostanay, Pavlodar, North-Kazakhstan regions ). During the reporting period, 412 families (1,607 people) were resettled in the work-depleting regions.

In accordance with the draft Memoranda between the regional Akims and the Prime Minister of the Republic of Kazakhstan, by the end of this year, it is expected to create 223,000 new permanent jobs in the framework of state and government programs.

According to local executive bodies, as of Маусым 1, 2018, 128 thousand new jobs were created, of which 79.3% - permanent (or 101.5 thousand jobs).

In terms of industries, the largest number of places was created in construction - 15.2 thousand, in trade - 14 thousand, in agriculture - 11.3 thousand, in education - 5.1 thousand, in industry - 7.5 thousand.

In the context of the regions, the greatest number of jobs created is accounted for by:

- South-Kazakhstan region - 18,466 jobs (14.4% of the total number)

- Almaty - 13 901 workplaces (10,8% of the total number)

- Atyrau region - 13 747 workplaces (10.7% of the total number).

The unemployment rate for the first quarter of 2018 compared with the same period in 2017 remained at the level of 4.9%.

The number of employed increased from 8,454.2 thousand people to 8,538.9 thousand people. The share of self-employed in the composition of the employed population decreased from 24.8% to 23.9%.

The level of youth unemployment in the 1st quarter of 2018 was 4.1% (aged 15-28 years) (Q1 2017 - 3.9%).

Regulation of migration processes (under the authority of the Ministry)

In order to protect the domestic labor market, the Government of the Republic of Kazakhstan annually sets a quota for attracting foreign specialists to the republic.

The quota for attracting IRS for 2018 was approved by economic activities in the amount of 0.46% of the labor force.

In matters of attracting IRS, priority is given to highly qualified employees. As of Шілде 1, 2018, according to the permissions of local executive bodies, there were 24,129 permits for foreign citizens to work in the territory of the Republic of Kazakhstan, 78.7% of specialists (1-3 categories), 7.2% of qualified workers 4 category), 8.4% - seasonal foreign workers, and transferred as part of corporate transfers 5.7%.

The main countries of exodus of labor migrants were China (7,804), Turkey (2,072), Great Britain (1,395), India (1,366) and Ukraine (991).

 

Relocation of oralmans. From 1991 to Шілде 1, 2018, 299 761 families or 1,034,379 ethnic Kazakhs returned to their historical homeland and received the status of oralman. as of Шілде 1, 2018, 5,411 families or 9,301 ethnic Kazakhs.

Most oralmans came from the Republic of Uzbekistan (49%), 40% are from China, 4% from Mongolia, 3% from Turkmenistan, 4% from the Russian Federation and 3.7% from other countries.

The largest number of oralmans settled in Almaty region - 31%, South Kazakhstan - 25%, Mangistau regions - 10% and Astana - 9%.

Persons of working age make up 65%, children under 18 years old - 26% and pensioners - 9%.

Out of the number of oralmans of working age, 15% have higher education, 26% special secondary education, 53% general secondary education, 6% have no education.

 

Labor Relations

In order to improve labor relations, the following are realized:

- Comprehensive plan for the prevention of social tension and resolution of social and labor conflicts (PPRK of 12 Желтоксан 2012 No. 1295) (hereinafter - the Plan). Within the framework of the Plan, the Labor Risk Card is formed on a monthly basis, which defines the criteria and a system of indicators to determine the level of tension in work collectives. As of Шілде 1, 2018, the number of protest actions was 2 (in Astana, Mangistau region).

- Within the framework of the execution of the instruction of the President of the Republic of Kazakhstan, reflected in the program "Social modernization of Kazakhstan: Twenty steps to the Society of General Labor", work continues on training employees of enterprises and organizing the basics of labor legislation of the Republic of Kazakhstan. According to the results of the first quarter of 2018, local labor inspectorates of regions, Astana and Almaty on labor law issues conducted 710 seminars.

To regulate labor relations and protection, labor rights of citizens, measures are taken to develop the system of social partnership.

In order to stabilize production processes, ensure labor rights and employment of workers between region akimats, employers and trade unions, memorandums are concluded from the beginning of 2015. As of Шілде 12, 2018, the number of memorandums concluded was 115.1 thousand of which 1.6 thousand - with large (coverage - 81.2%) and 113.5 thousand - with medium and small enterprises (coverage - 67 ,9%).

Trilateral commissions operate at all levels, the General Agreement for 2015-2017, 22 sectoral agreements and more than 200 regional agreements (at the region, city, district level) have been concluded.

Work continues on expanding the coverage of enterprises and organizations and the system of collective-contractual relations and monitoring. As of Шілде 1, 2018, the system of collective agreements covered 79.2 thousand enterprises, or 33.9% of the number of operating enterprises. At the same time, 89.5% of large and medium-sized enterprises have collective agreements.

Work is under way to improve production conditions (introduction of a risk assessment system, international standards for safety and labor protection, attestation of enterprises).

For reference: as of Шілде 1, 2018, the number of facilities certified for labor conditions was 3,459 (in the same period of 2017 - 651 facilities), the number of international and national OSH standards as of Қаңтар 1, 2018 was 1,752 (in 2016 year - 1,476).

As of Шілде 1, 2018, 701 people were injured in production (789 in the same period of last year), while the death toll was 85 (in the same period in 2017, 104 people).

The Ministry conducts a weekly monitoring of wage arrears and, together with the General Prosecutor's Office and regional anti-crisis headquarters, measures are taken to pay it off.

According to local executive bodies, as of Шілде 12, 2018, overdue (over three ай) wage arrears in 29 enterprises amounted to KZT 717 million compared to 2,623 employees (as of Шілде 12, 2017, 19 enterprises had 322.9 million KZT, KZT in front of 2,294 employees).

The largest amount of wage arrears was recorded in Astana (250 million KZT), Shymkent (187.2 million KZT) and Zhambyl region (120.7 million KZT).

During inspections by state labor inspectors on Шілде 12, 2011, current wage arrears in the amount of KZT 1,979.3 million were revealed in 678 enterprises before 15,641 employees. As a result of the adopted response measures, the rights of more than 12,000 employees, to whom over 1,452 million KZT were paid, are protected.

Control over the observance of labor legislation is carried out on the basis of the risk assessment system (CDS), introduced since the beginning of 2010.

As of Шілде 1, 2018, state inspectors of labor carried out 4,477 inspections, during which 7,402 violations of labor legislation were revealed.

Based on the results of violations found in relation to legal entities and officials of organizations, state inspectors of labor imposed 1,257 fines for a total of KZT 229.8 million (as of Шілде 1, 2017 - KZT 256.8 million).

 

Salary

Since Қаңтар 1, 2018, the minimum wage has been increased by 15.6% and amounted to 28 284 KZT last year.

Analysis of the situation in the field of labor remuneration in the republic shows that the average monthly nominal salary of one employee in the 1st quarter of 2018 was 152,442 KZT, and increased by 8.7% as compared to the corresponding period of 2017. The real wage index in the 1st quarter of 2018 was 102.0% against the corresponding period of 2017.
