Theses of the Minister's speech at the meeting of the Government of RK on issues of technical and professional education on May 28, 2019

On May 17 this year, the President of the Republic of Kazakhstan K. K. Tokayev set seven main tasks for the Government to implement the state employment policy.

One of the tasks is to provide the country's economy with qualified personnel with a high level of competence and mobility.

It is projected that the population will increase to 19.8 million by 2025, the workforce will be 9.8 million people.

The labor market will undergo significant changes upon the arrival and departure of the workforce.

Firstly, more than 680,000 citizens are expected to retire by 2025 due to reaching retirement age. Annual average come out in maternity leave about 200 thousand and 100 thousand to retire.

Secondly, it increases the proportion of young people arriving on the labor market, annually about 180 thousand graduates of technical and professional education and universities. It is necessary to provide them with the required skills and a sufficient number of starting jobs.

By 2025, there may be structural imbalances associated primarily with a shortage of medium-skilled personnel, reduced demand for low-skilled labor, and labor requirements will increase.

The additional need for personnel is estimated to be more than 573 thousand, it is expected to increase the number of medium and highly skilled jobs.

In terms of industries, the main need for hired workers is expected in trade and education, with a slight decrease in spheres of electricity and power supply and other individual services.

In terms of regions, the main need for hired workers is expected in the Turkestan region and Shymkent, as well as in Nur-Sultan and Almaty.  

The number of employees with professional education increased by 38% to 6.5 million people, with technical and professional education increased by 40% to 3.2 million people, with higher education increased by 38% to 3.4 million people.

Today, 28% of large and medium-sized employers offer their employees advanced training programs, as a result, only 3.4% of employees undergo retraining or advanced training programs in the workplace.

Let me focus on a few key directions:

The first direction.

To solve the forecast of the labor market need for personnel by the end of 2019, a National forecasting system labor resources will be formed.

Its main task is to forecast the supply of labor resources in the labor market and the formation of need for personnel in demand for the economy.

National forecasting system is based on a three-level methodology based on the demographic model until 2050, the macroeconomic model of the labor market until 2025 and the short-term forecast for the next two years.

Today the order of interaction of all state bodies, algorithms of calculations and methods through unified rules is defined, and also together with "Atameken" NCE it is planned to conduct a survey of employers to use the results in the formation of a short-term forecast.

In general, the results of the national forecasting system will be used in the organization of short-term training and retraining, in the formation of the state educational order for the training of specialists in technical and professional, as well as higher and postgraduate education.

The second direction is the development of the National qualification system, which ensures that the qualifications of the workforce meet the needs of the labor market.

For today, the necessary regulatory framework for the implementation of the National qualification system has been created.

On the basis of the European qualifications framework, a National qualifications framework defining 8 levels of qualifications has been adopted.

Since January 2018, a new more detailed classification of occupations has been introduced, which contains 12 thousand professions and positions.

Currently, 106 professional standards have been developed (in 2016 – 36, in 2018 - 70), which reflect the requirements of employers to the knowledge, skills and competencies of employees.

This year, it is planned to develop and adopt 480 professional standards and 38 sectorial qualifications frameworks for 12 priority sectors.

At the same time, in the course of this work the problems of insufficient quality of the developed documents, the formal participation of employers and state bodies, as well as the lack of qualified experts were identified.

In order to involve sectorial employers in the development of professional standards, a Project group was created from among the heads of sectorial Ministries. 

The efforts of the Project group will focus on the development of 480 professional standards with the mandatory coverage of 100 popular service and industrial professions, and the preparation of educational programs on their basis until the end of this year.

For further development of the qualification system, the Ministry with the assistance of international experts is developing a Road map for the development of the NSC until 2025, which will be adopted in the second half of the year.

The third direction is the introduction of an independent certification system.

To move to a unified system of certification and recognition of qualifications, it is proposed to introduce a 3-step management model: National qualifications Council – National qualifications body - industry councils.

National qualifications body will be responsible for the functioning of the certification and recognition system.

To achieve this goal by the end of this year, the Ministry, together with state bodies and National chamber will develop a Concept of the bill on issues of professional qualifications.

Dear Askar Uzakbaevich, the well-established relationship of all stakeholders in the improvement of the National qualification system will help to achieve the goals set by the country's leadership.

In general, the main indicators in this direction should be the level of qualifications and employment.

Therefore, I ask you to instruct the state bodies to take special control over the development and adoption of professional standards by the end of this year.
