At present, the State program for the development of productive employment and mass entrepreneurship for 2017-2021 "Enbek" (hereinafter - the Program) is being implemented in the republic.
Purpose of the Program is to promote productive population employment and involvement of citizens in entrepreneurship.
At the same time, the Program provides for mass training, especially for young people, in demand in the labor market professions (specialties), including the training of specialists for "green economy".
In the first direction of the Program training is implemented in two mechanisms:
the first is free vocational technical education on the basis of colleges for up to 2.5 years;
the second – short-term courses for a period of 1 to 6 months.
In the 2017-2018 academic year, 317 colleges started training in the following professions:
agriculture – 2 850 people.;
transport – 4 078 people;
construction – 2 725 people;
basic industry – 1 335 people.
Short-term courses are held:
1) in educational institutions with dual elements of training;
2) through training centers of employers included in the register of "Atameken" NCE;
3) through mobile training centers.
Training is carried out on the professions demanded in the labor market (in the sphere of agriculture, construction, light industry, tourism and services, catering).
At the end of 2018, 41.7 thousand people were sent for short-term vocational training, of which 12 thousand people or 30% were sent for training in technical professions (painter, plasterer, concrete worker, electrician, turner, welder, locksmith, etc.).
In total, by 2022 it is planned to cover more than 258 thousand people with short-term training, including for "green economy" sphere, of the unemployed and self-employed.
