In the Central apparatus of the Ministry of labor and social protection of population of the Republic of Kazakhstan Nasi Syrym Kazhymuratuly is appointed to the post of the Commissioner for ethics (order dated 27.10.2017 № 94-ж).
In the Committee of labor, social protection and migration and its territorial departments the functions of the Commissioner for ethics are entrusted to the 18 civil servants, gained recognition and respect in the team.
Information on commissioner for ethics, including name, initials, photograph, office and telephone numbers, is posted on the Ministry's Internet resource and in places available for public viewing.
During the reporting period, work was carried out with the commissioner for ethics to comply with the requirements of the legislation of the RK in the areas of civil service, anti-corruption and the code of Ethics of civil servants.
So, in 2017:
- 343 (2017 - 36) people, including 223 (2017 – 28) civil servants, 120 (2017 -8) citizens applied for individual advice to the commissioner for ethics. Oral explanations on the raised questions are given to all appealed.
- 17 (2017 – 7) appeals on the facts of violation of the norms of official ethics by civil servants were received, including:
1 written request from a civil servant of the central office to take measures aimed at protecting and restoring the rights and legitimate interests 15 from individuals and legal entities, 1 from the state body.
In total among 17 appeals 2 are reasonable and for all 2 cases necessary measures are taken.
During the reporting period, the commissioner for ethics held -327 (2017 – 49) preventive measures (seminar - meetings, lectures, as well as events "Open days" with the participation of representatives of other state bodies, including "Nur Otan" party).
The commissioner for ethics carried out 105 visits to the regions, including 28 to regional centers, 39 to district and 38 to rural districts.
In order to coordinate the work of the commissioner for ethics in the territorial departments, as well as to meet with the staff of the departments, the Commissioner for ethics of the Ministry carried out visits to the territorial departments of the Committee of labor, social protection and migration.
According to the requirement of subparagraph 10) of paragraph3 of Regulations on the commissioner for ethics, for the purpose of monitoring of observance of norms of office ethics, and also a condition of moral and psychological climate in team, once in a half-year anonymous questioning among civil servants is carried out, in general in the reporting period, 1440 civil servants took part in questioning.
The results of the analysis revealed that the overall moral and psychological atmosphere in the team is stable.
In addition, the monitoring of personal social accounts of civil servants is being carried out on an ongoing basis in order to identify employees of the Ministry who publish compromising and discrediting materials on Internet sites.
At the same time, despite constant reminders and warnings about compliance with the standards of service ethics and legislation on civil service, anti-corruption and code of Ethics of civil servants of the Republic of Kazakhstan, there are employees who ignore the requirements and commit violations.
Thus, in 2018, 2 employees were brought to disciplinary responsibility for violations of the norms of official ethics.
In general, the analysis showed that civil servants are made violations of the norms of service ethics, expressed in unethical treatment for citizens, including in the provision of advice to citizens on state services. Violations of official ethics outside office hours, appearance in a public place in a state of intoxication are made. In addition, there are violations associated with actions that can compromise a civil servant and serve as a reason for criticism from the society "photo publication".
In order to prevent violations of the legislation of the Republic of Kazakhstan in the areas of state service, anti-corruption and the code of Ethics, as well as the formation of a positive image of the state service in 2018, a Memorandum on cooperation with the First anti-corruption media center (T. Baigulov) was signed.
