The system of awarding civil servants is determined by the decree of the Government of the Republic of Kazakhstan dated 29 August 2001, No. 1127 "On approval of the Rules for awarding, providing material assistance and establishing allowances to the salaries of employees of the bodies of the Republic of Kazakhstan at the expense of the state budget" (hereinafter - the Rules).
According to paragraph 1-2 of the Rules awarding of employees of state bodies is made according to the decision:
1) head of the state body-the administrator of the budget program (subprogram) or the person substituting him;
2) executive secretary agreed with the head of the central executive body;
3) official designated by the President of the Republic to exercise the powers of the executive secretary.
The above-mentioned persons have the right to independently develop and approve regulations on awarding of employees of these bodies, being guided thus by these Rules.
At the same time, the system of remuneration of civil servants, employees of state institutions and state enterprises is determined by the decree of the Government of the Republic of Kazakhstan dated December 31, 2015 № 1193 "On the system of remuneration of civil servants, employees of organizations held at the expense of the state budget, employees of state enterprises" (hereinafter – the Decree).
According to paragraph 6 of this Decree heads of the organizations is provided the right to establish stimulating allowances to official salaries of employees of the organizations, to award and render financial assistance at the expense of the economy of money provided on the maintenance of the relevant state institution according to the financing plan in the absence of creditor debt, or according to the development plan approved for the state enterprise by state administration body in the absence of creditor debt in the order determined by the industry agreement, collective agreement and (or) act of the employer.
Thus, the order of awarding of workers is made on the basis of the above norms depending on categories of workers.
