Departments of the Committee of labor, social protection and migration of the Ministry of labor and social protection of the population for 9 months of the current year conducted 427 inspections for compliance with the laws "On social protection of disabled people" and "On special social services", including the lack of providing citizens with disabilities access to social and transport infrastructure, to health, education, culture, sports, public organizations, institutions, as well as to private enterprise.
To date, more than 670 thousand people with disabilities are registered in Kazakhstan.
In accordance with the legislation of the Republic of Kazakhstan on social protection of people with disabilities, the lack of access of people with disabilities to social and transport infrastructure entails a fine for officials - 50 MCI, for small businesses - 120 MCI, medium – 200 MCI, large – 400 MCI.
Repeated violation within a year after the imposition of an administrative penalty entails an administrative fine for officials - 80 MCI, small businesses-150 MCI, medium-250 MCI, large businesses-600 MCI.
As a result, 318 subjects of control (75%) issued orders and conclusions on the elimination of violations, including 87 administrative fines (Art. 83, 84 of AOC RK) totaling 19.5 million KZT.
In connection with the amendments to the Entrepreneurial code of the Republic of Kazakhstan, the Criteria for assessing the degree of risk in the provision of special social services and social protection of people with disabilities were changed. They are introduced instead of the "Institute of random checks and other forms of control".
Currently, for the first half of 2019, a list of 400 subjects of preventive control has been approved to ensure unhindered access for people with disabilities.
Akimats of regions, cities of national importance, the capital carried out a full-scale implementation of measures aimed at ensuring unhindered access of people with disabilities to social and transport infrastructure.
Local executive bodies have identified 32,600 social infrastructure facilities subject to certification, of which it is planned to certify 32,000 facilities or 98%, for compliance with the accessible environment for people with disabilities, to adapt 21,100 facilities or 64.7%.
Certification was carried out at 31 500 objects (98.6% of the planned), adapted – 19 500 objects (95%).
The Ministry of labor and social protection of the population of the Republic of Kazakhstan implemented the internet portal "Accessible environment". Local executive bodies on a regular basis update information on the certified and adapted objects of the country. The portal allows to ensure transparency of the activities and assessment of their effectiveness by civil society in order to assess the quality of the adaptation of each object online.
The portal "Accessible environment" contains data of more than 30 thousand objects of health care, education, culture, state bodies, trade, provision of services, etc.
Within the framework of the current legislation, issues of mandatory provision of a barrier-free environment for people with disabilities in the design of facilities, construction, maintenance and repair of buildings and structures have been considered.
