In accordance with the System of State Planning in the Republic of Kazakhstan, the Ministry of Labor and Social Protection of the Population developed a draft State Program for the Development of Productive Employment and Mass Entrepreneurship for 2017–2021 “Enbek”.
The Enbek program is reaffirmed as a state program. In order to improve the effectiveness of existing tools and additions to new measures, it is planned to introduce changes to the Program.
The main objective of the State Program is to improve the skills of the labor force, the development of mass entrepreneurship and the involvement of the self-employed and unemployed people in productive employment.
Taking into account the practical implementation of the first direction of the State Program project, new approaches are proposed for conducting short-term vocational training in order to ensure full employment of those who completed the training.
First, it is proposed to tighten the qualification requirements for training centers and educational institutions, in terms of having the appropriate material and technical base, qualified teachers, the use of elements of dual education and employment of at least 60% of graduates.
Secondly, in order to ensure the formation of a qualitative composition of training organizations, the National Chamber of Entrepreneurs "Atameken" provides for the formation of a register of educational centers and educational institutions.
Thirdly, in order to provide training in occupations in demand on the labor market, it is envisaged to expand and approve the List of in-demand occupations and skills for short-term vocational training.
Fourth, in the conditions of digitalization and technological modernization of the national economy, a new mechanism is proposed in terms of re-training labor resources for Industry 4.0.
To do this, employers are given the opportunity to retrain existing workers, including downsized workers, subject to co-financing of at least 50% of the cost of training.
Fifth, measures of state support for training personnel with higher, technical and vocational education are integrated according to the project “Mangilik el jastary – ustaniyaga!” (“Serpyn”) ”, with the subsequent consolidation of graduates in the regions of study.
In order to accelerate the delivery of microloans to final borrowers, the draft State Program provides for the following changes.
First, the amount of microcredits in rural areas has been increased for the development of “anchor” cooperation - from 5 to 8 thousand MCI.
Secondly, the requirements for the creation of workplaces for the participants of “anchor” cooperation, existing entrepreneurs and agricultural cooperatives of villages and small towns are reduced.
Thirdly, the list of participants of the Program is supplemented by existing entrepreneurs.
Fourthly, the norm on guaranteeing businessmen is included - participants of anchor cooperation, the term of state registration of which with tax authorities is more than three years.
Also, when relocating to labor-deficient regions, the provision of housing for immigrants is an important factor.
To this end, on behalf of the Head of State, the State Program has developed mechanisms for the construction and purchase of housing for immigrants with the participation of employers.
This approach will be tested in the North Kazakhstan region and further extended to other regions.
To date, the necessary financial resources for the years 2019-2021 in the amount of 15 billion tenges are provided in the budget. As a result, in the next three years, it is planned to provide housing for about three thousand displaced families in the region.
In addition, the State Program provides for increased coordination of state bodies in terms of monitoring job creation in the framework of state programs, investment projects and in the sphere of SME. For this purpose, an Integrated map of created jobs in the context of regions and industries using the tools of project management will be developed.
At the same time, in the Program, taking into account the current situation, the planned indicators were revised, as well as certain areas were supplemented with new tools and indicators.
As a result of the implementation of these tasks, by 2021 the following target indicators will be achieved:
- The unemployment rate will not exceed 4.8%;
- the share of labor resources with basic, secondary, general and primary education in the labor force - no more than 20%;
- the share of unproductively employed in the structure of the self-employed population will not exceed 10.2%;
- the growth of active SME will be 10%.
