In pursuance of the assignment given on the Security Council on May 30, 2018, a Roadmap for the Employment and Socialization of Youth was developed.
Together with the Ministry of Social Development, work was carried out to classify young people according to their level of education, social status, work experience, income level and type of residence (city/village).
Seven categories of youth have been identified, according to which specific targeted measures will be implemented within the framework of the Road Map, depending on the need for education, employment, and social support.
With a general unemployment rate in the Republic at 4.9%, youth unemployment is low and is 3.8% or 82.4 thousand people.
In the second quarter of 2018, the total number of employed young people was 2.1 million people.
1.5 million among employed young people are among the employees, 456,000 are among the self-employed.
Every year, more than 120,000 school leavers enter the labor market, 18% of them go to colleges, 60% go to universities, remain unskilled - 19% others - 4% (left the country, called up for military service, etc.)...
36% of young people have higher education, 39% have secondary specialized education, 25% have basic, general, primary education.
In addition, the Program provides for the following instruments of state support for young people.
Firstly, on the basis of colleges and training centers, 13,500 people were sent from among the young people to obtain the skills required for the labor market for short-term vocational training.
Secondly, 4 536 young people were sent to the basics of entrepreneurship under the Bastau-Business project this year, 396 people received microcredits.
Thirdly, as of September 1, 2018, 136.9 thousand young people were employed under the Program, of which 86.7 thousand are employed for permanent jobs.
The project provides free technical and vocational training for all to 38,000 young people. Annually more than 21 thousand people study in this direction.
In the framework of synergy with other programs, an additional tool is provided - "Mangilik el zhastary - industriyaga" ("Serpyn").
The project "Serpyn" provides an opportunity for young people to receive free higher and technical and professional education.
At present, 16 472 people study in 26 universities in the country. In the current year, 5 089 people will participate in higher education institutions, 715 in TVE.
Within the framework of the implementation of the Roadmap for the Employment and Socialization of Youth, it is proposed:
1. To reduce the level of unemployed youth, increase the number of applicants for technical and vocational education to persons who do not qualify.
2. Expanding the list of qualifications and skills for short-term vocational training.
3. Establishment of a priority right for young people to obtain microcredit.
