The Minister of Labor and Social Protection of the population Madina Abylkasymova told about this at the meeting of the Government of the Republic of Kazakhstan.
The task of updating the status of citizens is conditioned by the need to prepare for the introduction of compulsory social health insurance, as well as the protection of social rights and guarantees of citizens through participation in social and pension provision.
In the first quarter of this year, the Ministry of Labor and Social Protection developed new update channels - hotlines, new algorithms for working with non-actualized ones were introduced.
As a result of the measures taken, out of 2.7 million Kazakhstanis who did not have the status in state databases, the status of 1,385,000 people was updated from the beginning of the year. Of these, 548,400 employees entered into employment contracts, mandatory pension contributions began to be received, 84,000 people were registered as beneficiaries of social payments, 19,000 were recipients of targeted social assistance,
Minister M.Abylkasymova noted the high dynamics of the results of the work of regional headquarters on formalization, where the leading regions with the actualization of more than 59% of people were Karaganda, Pavlodar, Kostanay and Akmola regions. Indicators below the average for actualization are observed in East Kazakhstan (41%), West Kazakhstan (41%), Atyrau Oblasts (41%) and Astana (37%).
At the same time, active work is being done to involve self-employed and unemployed citizens in productive employment.
"Nowadays, 92.7 thousand people are involved in the Program of productive employment out of 874 thousand unemployed and self-employed citizens. 62 thousand of them are employed for permanent jobs, 12 thousand are sent for short-term training courses, 8 thousand people are provided with social workplaces, 3.4 thousand young people were sent for youth practice, 12.4 thousand for public works, "concluded the head departments.
To provide social support measures for each category of citizens, in the second quarter of this year, on the proposal of the MIO, new categories of updated statuses were introduced in the information database, such as housewives, TSA beneficiaries, caregivers for children under 3 years old, pregnant women working under GPC contract, working in foreign enterprises, working at home without an employment contract, labor migrants, etc.
Within the framework of the MLSP formalization, in cooperation with the IOI, detailed plans for the formalization of the four largest categories of non-actualized persons needing formalization or providing government support have been developed.
So, with respect to employees, the nationwide action "Conclude an employment contract" is held. According to its results, more than 7.5 thousand employers legalized labor relations with their employees and concluded more than 30 thousand labor contracts with them.
For self-employed citizens, employment promotion measures are implemented, such as short-term training courses, microcredit, employment, assigning social benefits.
The number of employees on a personal part-time farm is defined in the context of the districts and systemic measures have been developed for their formalization and employment.
In addition, legislative measures are taken to record and formalize the population.
During the meeting of the Government of the Republic of Kazakhstan, the draft law "On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on Formalization of Employment of the Population" was also considered. Within its framework, measures are proposed to legalize the activities of the informal workers through the introduction of a single aggregate payment.
In order to simplify the process of updating the status of citizens, fundamentally new channels have been developed. Now this happens when you receive the services of the e-government portal egov.kz, CSCs, Kazakhtelecom services portal or when calling the Single contact center egov.kz 1414. After servicing the citizen, the information automatically enters the information system for the registration of citizens' statuses.
