Who is eligible for the payment of environmental, radiation and allowances paid additional leave (the Aral Sea area, Semipalatinsk)?

According to paragraph 1 of Article 13 Law of the Republic of Kazakhstan dated June 30, 1992 "On social protection of citizens affected by the ecological disaster in the Aral Sea region" (hereinafter the Act), The population living in the zone of ecological disaster, wages are set at a rate of for living in ecologically unfavorable conditions and additional annual paid leave (in addition to vacation, represented for work in hazardous working conditions) in the zones.

During the period of employment, the employee shall be the actual place of residence in the region.

          Therefore, to obtain additional payments and additional paid leave for areas pursuant to Article 13 of the Law, it is sufficient to live and engage in labor activity in the area.

           As provided for in Article 13 Law "On social protection of citizens suffered from nuclear tests at the Semipalatinsk nuclear test site" (Hereinafter - the Law), The population living in radiation risk areas, defined by the Law, shall be entitled to extra pay and additional annual paid leave. Accordingly, the amount of extra pay and the number of days of paid holidays depends on the additional radiation risk zones, where the injured citizen resides and carries out his career.

            Therefore, for employees living in the areas of radiation risk, but working outside of these zones the provisions of Article 13 of the Act do not apply.

To citizens departures of the Semipalatinsk test site social support provided for in Article 13 of the Act does not apply.

             The damages caused to the health of citizens living and residing in the territory of the Semipalatinsk nuclear test site in the period from 1949 to 1990, the Act provides for the payment of lump-sum compensation, the amount of which is determined individually depending on the zone, the period of residence and monthly calculation index .

           Said persons shall be issued identity, A document confirming the right to benefits and compensation under this Act.

            The procedure for appointment and payment of lump-state monetary compensation is regulated by Decree of the Government of the RK № 110 from February 20, 2006 "On some issues of lump state monetary compensation to citizens suffered from nuclear tests at the Semipalatinsk nuclear test site."
