Under the chairmanship of the Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan Tamara Duissenova, a conference call was held in the video communication mode with the participation of deputy akims of oblasts and structural units of the MLSPP of the Republic of Kazakhstan.
On the agenda of the workshop - on measures to develop the employment of the population, on the formalization of the self-employed population, on the implementation of the instructions of the Head of State introduced from January 1, 2018 and from July 1, 2018, and on the results of the "Arrow" project, labor issues.
During the meeting, the issues of execution of the indicators of the Program for the Development of Productive Employment and Mass Entrepreneurship of the Republic of Kazakhstan for 2017-2021 were considered.
As it was noted at the event, in general, today the main indicators of the Program have been achieved.
23 thousand people are provided with subsidized social workplaces or 137% of the plan. The youth practice is conducted by 24,000 young specialists. This is 131% of the plan. 85 thousand are allocated for public works or 111% of the plan and 1,9 thousand people are employed for infrastructure projects.
At the reporting date, 409 thousand people were employed.
The smallest proportion of people employed for permanent work is observed in Mangistau (52.2%) and Aktobe (54.6%) regions.
In this work, local executive bodies were advised to carefully approach the formation of the Comprehensive Plan. In 2018, the maximum use of the potential of government and government programs, private initiatives.
Also, within the framework of the Program for the Development of Productive Employment and Mass Entrepreneurship, local executive bodies were recommended to ensure, by the end of this year, full, targeted use of allocated budget funds and the implementation of planned indicators.
During the meeting, issues of implementation of the Road maps of the regions on formalization of the self-employed population and labor flows were also discussed.
According to Svetlana Zhakupova, Vice Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan, within the framework of project management in the regions work continues on the formation and conclusion of Road maps with large enterprises.
In the republic there are about 800 large enterprises with an actual number of more than 500 people. With 617 of them in the regions work is underway on the conditions for concluding a road map. At the moment, road maps have been signed with 114 large enterprises of the republic.
This work is being actively implemented in Almaty - 31 units, Kostanay oblast - 15 units, Akmola and West Kazakhstan oblasts - 11 units of Road maps, as well as Pavlodar and Aktyubinsk oblasts 9 and 8 units of the signed Road maps, respectively.
During consideration of this issue, local executive bodies were recommended to organize the functioning of road maps at the proper level. Akimats need to take active measures for training, retraining and employment of released workers, as well as for finding and selecting personnel for enterprises.
One of the key issues of the meeting was the changes introduced in the social and labor sphere from January 1, 2017. Namely, the new format of TSA, the change in the structure of the subsistence minimum, the increase in the basic and solidarity pension.
Within the framework of the implementation of the new TSA format, work on the training of assistants and consultants for specialists of employment departments and employment centers was carried out this year on the basis of the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan. In general, over 1300 specialists were involved in training.
At the same time, training seminars were organized for specialists of service centers. Now, specialists of the centers are ready to provide timely and complete information to the public regarding the new format of TSA.
During the conference call on the draft General Agreement between the Government, republican associations of workers and employers for 2018-2020, the Chairman of the Labor, Social Protection and Migration Committee Akmadi Sarbasov told.
The project was developed within the framework of the implementation of the new Labor Code and was built on the priorities of the President's Message "The Third Modernization of Kazakhstan: Global Competitiveness".
The purpose of the General Agreement is to define the basic principles for the implementation of a coherent social and labor policy and related economic policies and the creation of decent working conditions.
To date, the draft Agreement is being finalized in accordance with the proposals of state bodies and social partners.
It should be noted that to date there are 21 sectoral and more than 200 regional agreements in the country.
Local executive bodies were encouraged to review the existing regional agreements and ensure their updating.
