Today in the Republic there are 2 776 participants and invalids of the GPW, 157 679 war workers, 194 citizens who worked in the period of the siege of Leningrad, 487 of former juvenile prisoners of concentration camps, ghetto and other places of detention 7 806 wives of deceased disabled of the great Patriotic war, 80 remarried spouses of servicemen, partisans, underground fighters who died (missing) in GPW, 778 citizens of other categories that contributed to the Victory.

We are proud of", the demonstrations of applied sports and commemoration of the heroes of the great Patriotic war, thematic excursions to museums and other social events," said Svetlana Zhakupova.
The Vice-Minister told about the measures on social support of needy citizens and improve their quality of life.
"Care for socially vulnerable categories of the population, was and remains one of the main priorities of state social policy. For this the MLSPP RK is working on the modernization of the system of social support for poor citizens and the revision of the subsistence minimum", - said Svetlana Zhakupova.
29 October 2015 the Head of state signed the Law of Kazakhstan "On amendments and additions to some legislative acts of the Republic of Kazakhstan on issues of social protection of the population", which provides for the introduction from 1 January 2018 the new order of rendering of targeted social assistance (hereinafter - TSA) to families with incomes below 50% of the subsistence minimum (now 40%) for each family member, with the condition of mandatory participation of able-bodied family members in active measures to promote employment, which will be granted in replacement of existing:
- special state allowances (hereinafter - SSA) large families;
- state child allowances till 18 years for low-income families;
- targeted social assistance to low-income households.
"The new TSA will be classified into 2 types: unconditional and conditional cash assistance.
Unconditional cash assistance will be provided to those families in which no able-bodied members (e.g., families of disabled or elderly pensioners), or families of able-bodied members of which for objective reasons are unable to participate in measures promoting employment (for example, single mothers with children of preschool age). For these families, mandatory participation in employment measures for benefits is not required.
Conditional cash assistance will be given to families, having in its composition at least one able-bodied member, subject to the conclusion of the social contract and mandatory participation of all able-bodied family members in employment promotion measures.
By signing the social contract, the parties undertake mutual obligations: social services are taking measures to promote the employment and pay benefits, and able-bodied family members participate in good faith in the employment measures.
A person not just provide financial assistance, helping him to find a job, sent on various courses of retraining and improvement of qualification. Thus, promoting the capacity of families to exit poverty.
At the same time, social support to children will be saved, i.e., TSA will be paid for each child regardless of participation or non-participation of able-bodied family members in the employment measures," - said Svetlana Zhakupova.
In 2014, new approaches to social assistance have been approved in Akmola, East Kazakhstan and Zhambyl regions, through the implementation of the project "Orleu", providing conditional cash assistance to persons who have signed the social contract. From 1 July 2015 similar regional projects were launched in 38 districts and cities. Since that time, the project is developing successfully: in 2015, the project "Orleu" participated 20,2 thousand in 2016 - is already 38.8 thousand people.
On April 1, 2017 participants of the project "Orleu" were 48.3 thousand people, the employment measures covered 9 thousand people, or 87% of the total working of the project participants.
As a result, average income of participants has increased more than 2 times.
For further implementation of the project in 2017, the national budget provided 7.1 billion. This year the pilot project "Orleu" is planned to involve about 150 thousand low-income citizens from all districts and cities of the country.
At the end of the briefing, the Deputy Minister said that on behalf of the head of state from 1 January 2018 will be the revised method of calculation of the subsistence minimum taking into account the real level of consumer spending Kazakhstan. Increasing the size of base pensions, benefits for disabled, for families who lost breadwinners will increase the incomes of about 3 million people. For these purposes in the budget will be allocated 63 billion.
