A government delegation consisting of the Deputy Prime Minister of Kazakhstan B.M. Saparbaev, Minister of Health and Social Development T.K. Duysenova and Minister of Education and Science A.B. Sarinzhipova has visited West Kazakhstan region

In December 12, 2014 governmental delegation including Deputy Prime-Minister of the Republic of Kazakhstan B.M.Saparbayev, minister of healthcare and social development of RoK T.K.Duisenova and minister of education and science of RoK A.B.Sarinzhipov paid a working visit to West Kazakhstan oblast to discuss the issues of development of social infrastructure of the region, occupational safety, issues of healthcare and education.

During the working trip the delegation visited Burlinskii region of West Kazakhstan oblast. Delegates met with people of Berezovka village where on 28th of November there occurred massive claim of school-aged children and adults about headache, dizziness, asthenia. There has been set up Republican commission comprising specialists of Ministry of healthcare and social development of RoK, Ministry of energy of RoK,  the Committee on Consumer Protection of RoK MNE, Ministry of investments and development. At the present they are carrying out continuous monitoring of health of people seeking medical treatment; drawing of water, air, soil for further laboratory researches was done. More detailed results will be presented after extensive study with specialists of Semei city Research institute of nuclear medicine and ecology, National center of labour hygiene and occupational diseases of Karagandy and RSPC of psychiatry, psychotherapy and narcology.

Then members of governmental delegation visited Karachaganak oil and gas condensate field where they met with the staff of KPO and Director Generak D.Ratti where they discussed issues  of social and labor sphere.

The main topic of joint work of RoK MHSD, akimats, trade unions and employers is prevention of destabilization in labour sphere, and strengthening of social partnership and social responsibility of business.

According to the Survey of labour conflicts (182 292 enterprises) in November this year high index for intensification of social tension was not identified. The number of labour conflicts in the country is decreasing – the current year 12 labour conflicts were recorded (26 conflicts in 2013). In comparison with the beginning of the year there is a decrease in general arrears in salary. Thus, the total sum of general arrear in the beginning of 2014 on 74 enterprises of the country to more than 6000 workers was 737,9 mln. tenge and to November 28 it has been decreased fivefold and exceeded 140,5 mln. tende to 1558 workers.

 For solution of indicated problems the oblast’s Akim and trade unions are recommended to promote work of trilateral regional commissions; to provide constant consultations and reinforce work on creation of benign social environment in the team.

There has been positive decreasing dynamics on industrial traumatism. Thus, at the result of measures by Government the number of accidents in 2008-2013 decreased bt 17,3% (from 2444 to 1997 people accordingly). However, due to poor organization of production work, security and safety violations, unsecured functioning OSH management systems, in organizations of the Republic there is an increase in accidents with fatalities (from 199 in 2013 to 301 in 2014), including in the oil and gas regions – 62 people (the current year 5 cases in WKO).

In order to strengthen measures on health and safety provision the Ministry together with the social partners is currently developing a comprehensive health and safety provision plan aimed at creating a modern system of occupational risk management, prevention of accidents at work and occupational diseases. In addition, this year there wade made changes to the Labour Code of the Republic of Kazakhstan, a new administrative and criminal codes, providing standards to strengthen employers' liability by specifying types of offenses and penalties for violation of labor laws, were adopted (rules that increase the responsibility of employers will be introduced from 1 January 2015).

With adoption of RoK Law “About trade unions” the institute of social partnership was greatly modernized (Project of General agreement between Government, republican associations of employees and employers for 2015-2017 years). Thus for November 1, 2014 the share of enterprises, covered by collective-contractual relationships was 61650 enterprises (33,8% of total number of enterprises, of which 23,5% in WKO). In this regard oblast’s Akimat is recommended to intensify actions and provide broad development of collective-contractual relationships.

In 2014 in WKO there were concluded 149 memorandums about mutual partnership between akimats of Uralsk, regions and business community on implementation of social projects of 73,5 mln.tenge. For participation in the “Paryz 2014” contest they received 584 (five hundred eighty four) applicants from all regions of the republic, among which 34 from WKO.

In Uralsk the delegation visited Haemodialysis Center built within framework of public private partnership (total cost of the project is 281725 000 tenge) and was opened in April 2013. Haemodialysis center equipped with new water-treatment system for dialysis, dialysis chairs has total carrying capacity of 96 people.

In the second half of day the official visit participants learnt about work of furniture making facility Gibadat JSC; project on development of greenhouse business implemented within the “Road map of employment 2020” and WKO public association of disabled children Baiterek. Members of the delegation will be informed about work of pre-school and secondary educational institutions of the oblast and will visit Polytechnic college.

Concluding the trip members of the Government held a workshop with workers of healthcare and social sphere.
