On amendments and additions to Decree No. 1507 of the Government of the Republic of Kazakhstan dated 31 December 2010 “On approving the Strategic Plan of the Ministry of Labor and Social Protection of Population of the Republic of Kazakhstan, 2011 - 2015”

  

Government of the Republic of Kazakhstan hereby decides to ESTABLISH:

1. Decree No. 1507 of the Government of the Republic of Kazakhstan dated 31 December 2010 “On approving the Strategic Plan of the Ministry of Labor and Social Protection of Population of the Republic of Kazakhstan, 2011 - 2015” (Collected Acts of the President and the Government of the Republic of Kazakhstan (CAPG RK), 2011, No. 10-11, article 143) to be introduced by the following amendments and additions:

to the Strategic Plan of the Ministry of Labor and Social Protection of Population of the Republic of Kazakhstan, 2011 – 2015, as approved by the decree:

section “1. Mission and vision”:

in “Vision” part four to be arranged in the following version:

“In this regard main direction of the work of the Ministry in the forthcoming period will be:

1) to support the growth of labor resources;

2) to support efficient employment; 

3) to implement the state policy in the sphere of population migration;

4) to ensure implementation of citizens labor rights;

5) to support the increase of population welfare;

6) to form effective system of social support to vulnerable categories of population”;

section “2. Analysis of the current situation and tendency of the development of respective sectors (spheres) of activity”:

strategic direction 1. “Supporting the growth of labor resources”:

“2-1 “Implementation of the state policy in the sphere of population migration”

According to assessments of the International Organization for Migration, Kazakhstan refers to the number of world countries with strong migration processes. Scales of migration processes, their influence on social and economic situation in Kazakhstan will increase.

Social and economic problems of the population and, particularly, migration are the main issues of all highly developed states. At the present time, such countries as the USA, Canada, Australia and several European states carry out special selective immigration policy towards arriving foreign citizens. Along with it, several countries, first of all, Germany, Israel and Poland conduct specific ethno-historic migration policy in order to save national identity and identity of the states.

Main parameters of the sphere development

At the present time migration situation in the republic is characterized by:

1) intensive internal migration. High rate of interregional migration and direction of migration flows remains the same in Kazakhstan within recent years. From 2006 to 2011 more than 1.5 million people were involved in the processes of interregional migration. Its components are population migration from rural settlements to regions with higher standard of living and developed infrastructure, from ecologically unfavorable regions to regions with the best ecological environment.

Statistical data for 2012 shows that in the republic the greatest outflow of population is noticed in the following areas: South Kazakhstan region where the balance of migration makes up minus 11 103 people, Zhambyl region (-7 573 people), East Kazakhstan region (-5 186 people), North Kazakhstan region (-3 041 people), Kyzylorda region (-1 728 people).

Main regions of the population inflow are Astana (19 529 people), Almaty (9 963 people), Almaty region (5 477 people) and Mangystau region (2 516 people). Main part of internal migrants is the population of able-bodied age (81.8% aged between 16 - 62 (57)).

2) decrease of the number of foreign labor force. In order to protect domestic labor market, Government of the Republic of Kazakhstan set the quota to attract foreign labor force in the amount of 90 thousand units or 1% to economically active population of the republic in 2012.

Within the quota in 2012, 2 792 employers attracted 22 thousand foreign labor force that made up 5.4% of the number of hired workers (389 thousand).

The greatest number of foreign labor force is attracted to work in construction and mining branches of economy.

China (19.5%) and Turkey (11.5%) continue to remain the main countries of outcome of labor migrants.

Employers, attracting foreign labor force in 2012 in the scope of fulfilling special conditions set when permissions are given out, created for Kazakhstan citizens - 29 855 additional workplaces, 5 079 people have been retrained, 21 773 employees have passed professional development and 13 184 Kazakhstan employees had professional training.

There is the policy on replacing foreign employees by Kazakhstan employees. In 2012, 1 904 foreign experts have been replaced by Kazakhstan personnel.

As a result of the measures taken in recent years, the share of attracted foreign workers decreased from 54 204 (in 2008) to 22 041 people in 2012, the share of employees with high qualification increased to 82%.

3) stable dynamics of annually arriving ethnic Kazakhs. Within the independence period more than 240 thousand families or more than 910 thousand ethnic Kazakhs returned to historic homeland. In 2012, 15 109 families or 39 401 thousand ethnic Kazakhs came back.  

The share of returned to the republic ethnic Kazakhs from the perspective of the countries looks as follows: Uzbekistan – 60%; Mongolia – 14%; China – 10%, Turkmenistan – 8%, Russia – 4%.

Analysis of main problems

Some problems which solution requires enhancing the management of migration policy are inherent in migration processes.

  1. Decrease of migration population increase: balance of migration in 2012 made up (– 1 381), with index in 2006 (+ 33 041).
  2. Spontaneous development of processes of internal migration, migration from rural regions to cities remains the prevailing form of interregional territorial placement.
  3. Increase of intensity due to irregular settling of immigrants across the territory of the country, slow integration of ethnic Kazakhs in the historic homeland.
  4. Pressure on the domestic labor market taking into account free move of workforce within the Common Economic Space, forthcoming entry of Kazakhstan to the World Trade Organization in short term perspectives.
  5. Illegal migration, increase of immigration from countries with intensive migration potential.

Assessment of main external and internal factors

In order to increase effectiveness of migration process management ensuring enhancement of the country safety, it is necessary to create complex system of migration flows regulation, to take measures to reduce emigration mood, further implementation of the policy of repatriation of ethnic Kazakhs and stimulation of remigration of former citizens of Kazakhstan, to strengthen monitoring and to take preventive measures in the migration sphere.

The solution of the following tasks is being provided:

1) warning, prevention and minimization of negative consequences of migration processes;

2) support and protection of the rights of migrants;

3) stimulation of inflow of foreign experts with high innovative potential by simplifying the order to attract foreign labor force with high qualification and regulating qualitative composition of attracted foreign workforce;

4) stimulation of returning of ethnic Kazakhs living abroad;

5) support and assistance in accelerated adaptation and integration of immigrants;

6) optimization and stimulation of migrants settling in accordance with the Law of the Republic of Kazakhstan “On population migration”;

7) development of information and propaganda work to prevent and eliminate migrant-phobia, including attraction of mass media;

8) interaction with migration services of foreign states, and also with nongovernmental organizations regarding the solution of migration questions;

9) initiation of concluding bilateral and multilateral international treaties in the field of solving the problems of returnees, refugees, labor migrants;

10) harmonization and systematization of the national legislation of the CIS countries, Common Economic Space in the field of migration";
