From 1 July 2011 been launched the Employment Program 2020, approved by the Government of the Republic of Kazakhstan dated 31 March 2011 № 316 which aims at increasing incomes by promoting sustainable and productive employment.
The purpose of further improve the implementation of the Employment Program Government of the Republic of Kazakhstan dated 19 June 2013 adopted a program number 636 Roadmap employment 2020.The program Roadmap employment 2020 (hereinafter - the Program) is a logical continuation of the road maps of 2009 and 2010 and the Employment Program in 2020.
The program includes crisis response mechanisms, improve the efficiency of labor market regulation, including forecasting and monitoring of the labor market involvement of the poor, the unemployed and the self-employed in active measures to promote employment.
The program consists of the following areas:
1. Providing employment through the development of infrastructure and housing and communal services.
2. Job creation through entrepreneurship and the development of supporting villages.
3. Assistance in finding employment through training and relocation within the needs of the employer.
The volume of financing activities of the Program in the national budget for 2013 amounts to 104.9 billion KZT (to verifying the Republican budget in May 2013 was - 74.3 billion, an increase of 41.1%).
The number of persons who applied for participation in the Program on 1 September 2013, amounted to 79.4 thousand people, of which 76.0 thousand expressed a desire to participate in the Program, interviewed with them to identify the needs addressed in the measures of state support, after which they have applied for participation in the Program.
After consideration the submitted applications in the working groups (commissions) on decisions employment centers are included in the Program participants 74.5 thousand people, of which 73.4 thousand signed a social contract.
Among the participants in the program signatories social contracts are 49221 unemployed persons (66.5%), self-employed - 20,104 people (27.2%), 4,140 people (5.6%) are classified as poor and 5288 (0.7 %) - part-time employees.
With the proportion of young people under the age of 29 years is 55.0% (40,690 people), the proportion of women - 48.7% (36039 people).
Including participated in the Program: 851 - persons with disabilities, 293 – repatriates, 512 - 11 graduates of secondary schools, 1174 - individual recipients of state special benefits, 150 - orphans, orphans and children left without care parents.
At the same time without the provision of state support on the basis of available vacancies vacant jobs were employed 7.9 thousand people.
The first direction "Providing employment through the development of infrastructure and housing and communal services"
For the realization of this direction in 2013 from the national budget allocated 49.5 billion KZT including 8.5 billion KZT provided for the construction of health clinics and midwifery units in rural areas.
Through funds, the implementation of infrastructure projects is provided in rural areas to create an additional 22.3 thousand jobs. 1606 provides for the implementation of projects.
On 1 September 2013 at the jobs created in the projects employed 12,010 people, of whom 6186 - Program participants, or 51.5% of the employed.
Of the number of employed participants in the program are 2933 unemployed people, self-employed - 2731 people and 522 people are classified as poor. Of these 22 people are repatriates 35 people with disabilities.
At the reporting date completed the implementation of 222 projects.
The second direction "Creating jobs through entrepreneurship and supporting the development of villages."
On learning the basics of business in 2013 allocated 361.7 million KZT.
Trained entrepreneurship 4494 person.
The total amount of funds allocated to microcredit, is 23,939.4 million KZT. Due to these funds is planned to implement 11.0 thousand crediting program participant.
According to local executive bodies by microcredit recipients with funds earmarked for microcredit was 6618 people, including 1901 women and 103 recipients disabled.
Among the recipients of microcredit 4515 people started their own business.
The main areas of development of entrepreneurship is animal husbandry, production of meat products, cultivation of vegetables and melons, accounting for nearly 76% of all loans.
Almost 10% are opening their business in the processing industry (baking bakery products, meat and milk), as well as in the service sector and services (opening sewing and repair shops, spas, hairdressing).
The average size of microcredit was on the level 2 057.6 thousand KZT, the maximum interest rate on credit to end borrowers reached the level of 6.1%
The third direction "Promoting employment through education and relocation within the needs of the employer".
Learning and employment assistance
For professional training in 2013 from the republican budget allocated 11 367,2 million KZT.
Vocational training is carried out in 303 educational institutions.
Total training covered 42,366 people (79.7% of the plan), including:
- Training - 33 457 people;
(the continued training of the Roadmap 2009 - 2010 - 9090 people, of the Employment Program 2011 - 2012's - 24 367 people)
- Retraining - 7433 people;
- Advanced training - 1476 people.
On 1 September 2013 completed training 15 266 people, of whom 6,873 were employed (45.0%).
Of the total number of employed on permanent jobs, employed 6,203 people (90.2%), social 116 jobs (1.7%) and youth practice 554 (8.1%).
Social organization for local jobs contracts with employers 5987, according to which employed 21,607 people among the unemployed related to the target population (in terms of 17,757 people - 121.7%).
Also this year (as of 1 January 2013) continued to operate out of 3460 people employed in the number 2012.
Average monthly wage amounted to 45.3 thousand KZT.
After completion of social jobs employed on permanent jobs, 2,734 people (39.3%). Of the completed work on the social jobs in 2012 were employed in the current year, 4425 people.
Payroll budget spent 2 397.3 million KZT.
On the organization of youth practice contracts with 7,294 employers, in accordance with which employed 18,860 people, which is 111.9% of the plan (16 853 people).. Also this year, continued to operate 2 892 people from among those sent to the last year (as of 1 January 2013).
After passing youth practice employed on permanent jobs, 2,038 people (26.1%).
Of the number of persons completing the youth practice in 2012, employed in the current year 6272 man.
Salaries youth practice participants totaled 1492.1 million KZT.
Increasing labor mobility within the needs of the employer
The total amount of funds allocated in the 2011 - 2013 years on the implementation of this component is more than 29.6 billion KZT.
Adjusted by these funds is planned to build 1,314 homes on 4826 apartments. Of these individual houses - 1213 apartment - 97.
On 1 September 2013 completed the construction of 829 houses (3267 apartments).
Program participants and their families inhabited houses 806 (2951 units) or 90.3% of commissioned.
Provided grants to families who moved to move $ 15.2 million (56.9% of the amount provided for this purpose).
At present, construction of 326 houses (1241 apartments) and 159 homes (318 apartments) construction is scheduled for the second half.
