Saparbayev Berdybek Mashbekovich

Saparbayev Berdybek Mashbekovich was born in 1953, the Kazakh, native of village Besaryk of the Zhanakorgan area of the Kyzylorda region, higher education, Doctor of Economics, the professor. (Education) In 1977 graduated The Alma-Ata Institute of national economy on a speciality of “Economy and planning of the logistic”, in 1993 has defended Candidate’s dissertation in Economy and the finance St. Petersburg University’s academic council, was given the academic rank of associate professor, Doctor of Economics, a theme of the dissertation: “Investment process management in industrial and economic system” (on the Kyzylorda region’s materials, 1999 ), honorary member of the ASI RK (1996), the professor. The author of books ”Economy of the region in a transition period” (1995), “Special economic areas. Experience of creation” (1996). (Labour activity) At various times worked on different posts. He began his labour activity as the worker of state farm of Zadar’insk of the Kyzylorda region (1969-1971); served in the Army (1971-1973). After the graduation of the Institute he worked as the economist of the republic state labour branch of the savings bank management. (1977); the economist, the senior economist, leading, the chief economist, the deputy chief of the KazakhSSR Finance Ministry department (1977-1988); the chief of the budget management, the chief of the Central Economic Authority, the deputy Minister of Education of the Republic Kazakhstan (1988-1993); the deputy chief of the President Apparat department and cabinet council of the Republic of Kazakhstan (1993); deputy chief and chief of the department of the finance, labour and social protection of disposal of business affairs of cabinet council of the Republic of Kazakhstan (1994-1995), the head of the cabinet council Apparat of the Republic of Kazakhstan (1995); akim of the Kyzylorda region (1995-1999); akim of the North Kazakhstan region (1999 - 2002); Chairman of Agency of customs supervision of Republic of Kazakhstan, Vice-Minister – Chairman of Committee of customs supervision of the Ministry of Finance of Republic of Kazakhstan (2002-2006); The deputy head of the Office of the Prime-Minister – the Representative of the Government in Parliament of Republic Kazakhstan (2006-2007); Vice-Minister of economy and budgetary planning of the Republic of Kazakhstan (9.02.07-27.08.07). From 27th August 2007 till the present time holds a post of the Minister of labour and social protection of the Republic of Kazakhstan. Decorated with order “Kurmet” (1999), medal “Astana” (1998), medal “10 years of Independence of Republic of Kazakhstan” (2001).

Abdykalikova Gulshara Naushaevna

was born in May 15, 1965 in Kyzylorda Oblast; nationality – Kazakh, education – high education. In 1987 she graduated from the Dzhambul Technological Institute of Light and Food Industry on the specialty of “Economist”. She is Candidate of Economic Sciences. After the graduation of the Institute in 1987-1994 she worked as a senior inspector, Head of Division of Kyzylorda Oblast Administration of Social Protection of Population; In 1994-1995 – Consultant of the Committee on Social Protection of the Supreme Council of the Republic of Kazakstan, Almaty; In 1995-2005 Head of Division, Deputy Head of the Administration, Head of the Administration of Pension Security, Deputy Director of the Department, Director of the Department of Social Security, Vice-Minister of Labour and Social Protection of Population of the Republic of Kazakhstan; In 2005-2006 – President of the Joint Stock Company “Company on Life Insurance “State Annuity Company”’; From October 2006 – up to present - Vice-Minister of Labour and Social Protection of Population of the Republic of Kazakhstan.

Kurmanov Almas Mukhametkarimovich

was born on 29 April 1966 in Alma-Ata, Kazakh, he received a bachelor’s degree in mathematics from Leningrad State University in 1991, in 1997 in economics from Karaganda State University. Candidate of economic sciences. After graduating from LSU in 1991 he began to work as an engineer of the Institutes of mathematics and mechanics, applied mathematics of Academy of Sciences of KazSSR. 1991-1995 – post graduate student of post graduate study of All-Union part-time Finance and economic Institute in Moscow. 1995-1996 – director of Moscow branch of MP “Broker firm Turan BT-08”. 1996-19998 – senior economist of Karaganda regional organ of the National Bank of the RK, head of department, deputy director of regional organ of Budget bank. 1998-2000 – head of department of government purchases of the Ministry of Finance of the Republic of Kazakhstan. Head of Akmola regional organ of Treasury, deputy director of Treasury of Astana. 2000-2007 – director general of RGKP “Public centre for payment of pension of the Ministry of Labor and Social Protection of the Republic of Kazakhstan” From 21 May 2007 – Vice Minister of Labor and Social protection of the RK.
