10.03.2010 New housing construction scheme launched
Issues of shared construction have been successfully solved thanks to the President’s initiative and assistance from the Cabinet. The government assisted the citizens with legal and financial mechanisms and this has proven their efficiency. Now, only 132 unfinished facilities left to be completed with a new scheme of construction and selling of housing developed together with the House Construction Saving Bank are going to be implemented.
Bolat Zhamishev, Minister for Finance of RK:
- This scheme has an advantage because it ensures a solvent demand. This is why, we can say that local budgets can prepare and provide sites and housing for depositors of the House Construction Saving Bank. This is how we can solve the issue of solvency.
In compliance with the new scheme, the bank’s 745 deposit holders will be able to have housing by the end of next year. The approximate cost of the housing has been specified as well. In Astana, it will be 121 thousand tenge per one square metre while in Almaty it will be 142.5 thousand and 90 thousand in the Aktobe region. The pilot project covers three regions so far.
Serik Nokin, chairman, Kazakhstan Agency for construction and housing and communal management:
- We would like to try the new scheme on the maximum number of holders in Almaty, Astana and the Aktobe region within the next two years. We are now considering additional regions which also ask for pilot projects to be implemented there too.
Nurbibi Nauryzbayeva, CEO, JSC House Construction Saving Bank:
- Such housing is not highly demanded which will make the price lower compared to that at the market today. When distributing the housing, we will primarily give it to those who joined the system earlier.
Today, Serik Nokin also proposed developing a new document – the Technical Regulations of Construction – which would regulate Kazakhstan’s construction sphere. The government also discussed the first results of the work done by the republican managing centre which monitors the fulfillment of the industrial programme. The Prime Minister also reminded territorial heads that they are personally responsible for industrial projects.
Karim Massimov, Prime Minister of Kazakhstan:
- This is one of the criteria which will be used to evaluate your work. State-run companies and large companies are the development locomotives but there will be no progress without private business development. The industrial programme should be in focus now as well as breakthrough projects and the stimulation of entrepreneurship and private sector development.
The governors of regions will report to the President in the nearest future. The program of forced industrial-innovative development will be adopted finally at the meeting with the head of the state.
