In terms of the implementation of the pilot project "Nurly Ertis" on voluntary resettlement in Pavlodar region since May 2019, 203 families or 1 thousand 169 people moved from the capital of Kazakhstan to Ekibastuz.
Nur-Sultan joined the list of labor-surplus regions in May this year. Ekibastuz created all the necessary conditions for life for residents of the capital, who decided to move to the city of miners. Migrants are provided with housing, work, and, if it is necessary, are sent to study.
Being one of the first migrants, a large family of Shapagat and Saltanat Malkovy moved to Ekibastuz.
"In May this year, we, as participants of the project "Nurly Ertis", moved from the capital to Ekibastuz. Upon arrival, we were provided with rental housing - 3-room apartment. My husband was employed as a automobile mechanic at "Optima Trans" LLP. We have four children. The two youngest are twins, they are 2 years old. Seniors study in the second and sixth grades. Kindergarten, school meals and public transport for children - all is free! I can safely say that the life of our family has improved," Saltanat Malikova shared her joy.
From 203 families who moved to Ekibastuz from the capital, 122 are settled in 3-room apartments, 69 families – in 2-room and 12 families – in 1-room.
The project "Nurly-Ertis" is implemented within the framework of the State program for the development of productive employment and mass entrepreneurship for 2017 – 2021 "Enbek". Resettlement of citizens from labor-surplus to labor-deficit regions is one of the key areas of this state Program and provides for the following mechanisms:
- payment of monthly relocation subsidy in the amount of 35 MCI or 88 thousand tenge for each family member;
- reimbursement of monthly rental costs up to 75 thousand tenge (30 MCI) in urban areas and up to 53 thousand tenge (21 MCI) in rural areas, depending on the number of family members for one year;
- employers with assistance in employment of at least 5 people are provided with subsidies in the amount of 450 MCI or 1 million 136 thousand tenge;
-to purchase the necessary working tools, technological equipment, domestic cattle and poultry, the implementation of new business ideas, the funds up to 200 MCI are allocated to the participants of the State Program.
- immigrants have access to technical and vocational education, short-term courses, and they are assisted in finding employment.
"The purpose of voluntary resettlement is to provide labor-deficit regions with labor, eliminate regional imbalances and demographic imbalances. Residents of Almaty, Turkestan, Zhambyl, Kyzylorda, Mangystau regions and Shymkent and Nur-Sultan can take part in voluntary resettlement. Today for reception of immigrants four regions were approved: North Kazakhstan, East Kazakhstan, Pavlodar and Kostanay regions", – the head of Management of population employment Department of MLSPP RK Aizhan Zhapalbaeva informed.
For 8 months of 2019, within the framework of the State Program "Enbek", 1 thousand 650 families or 5 thousand 918 people moved from labor-surplus to labor-deficit regions.
