The head of the Ministry of labor took personal control of the issue of providing disabled people with means of rehabilitation

Minister of labor and social protection of the population of the RK Birzhan Nurymbetov will personally monitor the issue of providing disabled people with rehabilitation facilities and services in the regions of Kazakhstan. He said about it during a meeting of the Collegium of the Ministry for the implementation of the Address of the President of Kazakhstan Kasym-Zhomart Tokayev to the people of Kazakhstan "Constructive public dialogue - the basis of stability and prosperity of Kazakhstan", which was attended in a video conference by Deputy akims of regions and cities of republican importance, as well as representatives of local executive bodies.

The head of the Ministry reminded that in May this year a new National plan to ensure the rights and improve the quality of life of persons with disabilities until 2025 was adopted.

"Our main task today is the qualitative implementation of the measures of the National plan at all levels, providing persons with disabilities with technical means and rehabilitation services. It is necessary to ensure the improvement of their quality of life, reaching independence, preservation of social and professional abilities and inclusion in all aspects of life," Birzhan Nurymbetov said.

At the same time, the Minister noted that according to the results of the first half of the year, the provision of technical means and rehabilitation services amounted to only 34.8% of the total number of people in need – 421.1 thousand people with disabilities.

"The lowest rates of provision in Shymkent are only 13%, in the North Kazakhstan region - about 24%, in Karaganda region – 26% and in Kostanay region – 28%. To increase the level of socialization of persons with disabilities, providing them with technical means and rehabilitation services for 2020-2022, 58.1 billion tenge was allocated from the national budget. Local executive bodies need to ensure effective planning and use of budget funds to provide technical means of rehabilitation (hereinafter – TMR), to strengthen control over the implementation of individual rehabilitation programs. We must not allow the rights of persons with disabilities to be infringed, we must solve the problem of providing them with the necessary means and rehabilitation services for their full integration into society. The Ministry will hear reports of the regions on this issue on a regular basis," Nurymbetov stressed.

A portal of social services was launched in a pilot mode in Aktobe to improve the provision of disabled persons with TMR, where it is connected to 3 medical and social institutions. According to the results of the pilot, it is planned to gradually introduce the portal in other regions. This will increase the availability of technical means to 70% by 2021.

"I also want to note the lack of rehabilitation centers, especially in rural areas. Today in 11 regions (Atyrau, East Kazakhstan, Zhambyl, Karaganda, Kostanay, Kyzylorda, Mangistau, North Kazakhstan, Pavlodar, Turkestan regions and Almaty) there are 25 rehabilitation centers for the elderly and disabled persons, including 14 for disabled children. There are no rehabilitation centers in 6 regions (Akmola, Aktobe, Almaty, West Kazakhstan regions and Nur-Sultan, Shymkent). In order to provide rehabilitation services to persons with disabilities, socialization in society, the leadership of these regions need to plan the construction of rehabilitation centers, taking into account their accessibility for the disabled persons, as close as possible to their places of residence," the Minister said, adding that the existing rehabilitation centers need to be provided with modern equipment.
