A meeting of the Government of RK was held under the chairmanship of Prime Minister of RK Askar Mamin. On the agenda the issues of execution of orders of the Head of State Kasym-Zhomart Tokayev on solving social issues, which is a continuation of the strategy of the First President of Kazakhstan – Elbasy Nursultan Nazarbayev on improving the welfare of Kazakhstan citizens were discussed.
During the meeting, the Government of RK adopted draft resolutions on amendments and additions to the national budget for 2019-2021 and the State program for the development of productive employment and mass entrepreneurship "Enbek" for 2017-2021, aimed at expanding the tools for microloans, grants, short-term training and learning the basics of entrepreneurship. Given the importance of integrating the unemployed into productive employment on the extension of tools of the state program "Enbek" additionally 50 billion tenge were provided.
"Improving the welfare of Kazakhstan citizens is a key direction of the Government of RK", Askar Mamin said. The Prime task of the Cabinet of Ministers is to start immediately implementing measures of social support, promptly carry out all organizational and legal measures for their timely implementation. It will improve the financial well-being of citizens.
The head of the Government of RK instructed the state bodies to determine the mechanisms for the use of funds allocated to reduce the debt burden of citizens, write-off of accumulated fines and penalties for unsecured consumer loans.
At the same time, the Prime Minister of RK instructed to improve the work of Employment Centers by moving to a proactive format of finding people in need of employment and closing existing vacancies.
In the area of housing provision, state agencies have been instructed to complete work on approving mechanisms for distributing housing among working youth and providing preferential loans to low-income families for the purchase of housing.
"Since September 1, 5 thousand targeted educational grants will be allocated for children from low-income and large families, the scholarship for working specialties will be increased by 30%," Askar Mamin said and instructed to ensure the award of these grants.
Akims of all regions are instructed to ensure strict compliance with all regulatory procedures and conduct effective monitoring of recipients of addressed social assistance.
To increase the coverage of the population by measures of productive employment, the Prime Minister of RK was instructed to develop a methodology and a plan for the implementation of screening of regions to increase incomes, taking into account the positive experience of Atyrau, Zhambyl, Almaty, Aktobe and Turkestan regions. On the basis of screening, a survey of entrepreneurs and households will be provided.
"The measures taken, first of all, are aimed at supporting really needy citizens, including young people, as well as providing people with work, — the Prime Minister of RK said. — The solution to the problems of our citizens largely depends on the coherence of work."
