For reference: according to the Statistics Committee of the MNE RK, the number of economically active population aged from 15 years and older reached 9.1 million people, in which 4.4 million are women. In the structure of employment, the share of women in employment is growing, which is 3.2 million women in the first quarter of 2019. The level of female unemployment in the first quarter of 2019 was 5.2%.
In accordance with the order of the First – President of the Republic of Kazakhstan Elbasy, the State program for the development of productive employment and mass entrepreneurship for 2017 – 2021 "Enbek" (hereinafter-the Program) was adopted and implemented (GRRK November 13, 2018 № 746).
The main goal of the Program is to involve self-employed, unemployed and other persons without qualifications in productive employment by solving problems in the following three directions:
1) mass training and skills imparting demanded professions and the basics of entrepreneurship;
2) creation of conditions for mass entrepreneurship;
3) development of the labor market through assistance in employment and support of labor mobility.
Certain categories of employed persons, unemployed persons and persons without professional qualifications, including women, may participate in the Program.
On July 1, 2019, the total coverage of state support measures under the Program amounted to 280 thousand people.
If we look separately at the participation of women in the Program, on July 1, 2019, the number of women participating in it amounted to 128 333 women.
Active work on employment for permanent jobs is carried out by the Employment Centers. Thus, on July 1, 2019, more than 51,068 women have been employed for vacant jobs in terms of the Program.
Measures on improving the competitiveness of women on the labor market were being taken.
Employment centres covered 13 417 women by short courses in which 1 678 women have completed courses, 472 women have been employed.
Also, the work to support entrepreneurial initiatives was conducted through the issuance of preferential micro-loans.
On July 1, 2019, 890 women received micro-loans, of which 291 women opened their own business.
The entrepreneurship training project "Bastau Business" covered 6 879 women, in which 1 623 women defended business projects , as well as 581 women received grants.
On 1 July 2019 1,038 women were provided by temporary jobs (Social Jobs and Youth Practice), 1,698 women were employed on paid public works,.
In terms of increasing the mobility of labor resources, out of 98 resettled able-bodied persons, 54 persons were employed.
The Ministry implements activities in the field of gender policy to achieve a balanced participation of men and women in ensuring equal opportunities, creating conditions for the equal exercise of rights and duties.
