As you know, in accordance with the order of the First President of RK - Elbasy, a new format of address social assistance was introduced since April 1, 2019.
During the first two days, 73,364 people applied to the local executive bodies, including 33,432 people applied for the appointment of ASA. At the same time, most of the citizens appealed to the Population employment centers. Additional points for the reception of applications in the district akimats were deployed in Nur Sultan and Almaty.
Taking into account the number of applicants in the first days, we consider it necessary to clarify the procedure for the appointment of ASA.
Stage 1: reception and formation of documents
Employees of employment centers accept applications and independently collect the necessary documents using electronic databases of state bodies. In the absence of information in information systems, a written request is made to the state bodies. At the same time, the applicants, if desired, can provide the necessary documents on their own.
Stage 2: transfer of documents to the precinct commission
Within one working day the collected documents are sent to the precinct commissions. The commission consists of representatives of local state administration bodies, public associations, cooperatives of owners of premises (apartments), population, organizations and authorized bodies of education, health care, social protection, law enforcement officers.
Stage 3: checkup of the applicant's financial situation
Within three working days from the date of receipt of the documents, the commission conducts a checkup of the financial situation of the person (family) with a visit to the place. In particular, it takes into account housing and living conditions, the presence of a personal subsidiary farm and other signs of need.
According to the results of the checkup, an act of financial situation is drawn up, on the basis of which the Employment center is issued an opinion on the need to provide address social assistance.
At the same time, the use of means of photo and video recording in the framework of the checkup of the financial situation of the applicant (family) is not provided by the precinct commissions.
It should be noted that the local executive bodies have the right to determine the personal subsidiary farm as not giving income.
Stage 4: preparation of draft decision on appointment of ASA
Employment center on the basis of the documents and the conclusion of the precinct commission prepares a draft decision on the appointment of ASA and sends it to the departments of employment and social programs.
Stage 5: consideration by the authorized body
The authorized body within three working days checks the documents and makes a decision on the appointment or refusal of address social assistance. In case of lack of information, the documents are returned to the employment center, which together with the applicant within three working days finalizes the package of documents.
Step 6: providing notice to the applicant
Within five working days from the date of the decision, the employment center shall notify the applicant.
It is important to note that persons who previously received address social assistance do not need to re-submit documents. Local executive bodies have already updated the data of about 60 thousand families or 300 thousand people, who will recalculate the previously assigned amounts of ASA.
