Methodology for assessment of Public Employment Centers at implementation of ER 2020

Employment Road Map – 2020 is a governmental program, aiming to increase the employment level, to promote  social welfare and decrease the level of unemployment.  This program is implemented by Public Employment Centers and includes the wide range of instruments, designed to provide the achievement of the mentioned targets. Since  2011 more than 590 thousand people became the participants of the program, where:

‒     More than 200 thousand people (35%) have been employed directly under available vacancies without applying the governmental support measures     

‒     123 thousand people have got an opportunity to obtain new professions within the programs of professional training, 76% of them have been placed to permanent jobs

‒     172 thousand people (young people, vulnerable social groups, workers with low qualification) have been employed as a result of applying the tool of salary subsidy, 66% of them stayed for permanent jobs  

‒     More than 34 thousand people have received microcredits on favorable conditions and created  32 thousand additional working places   

‒     63 thousand people have been employed at development of 4,7 thousand of infrastructure projects, 54% of them – through Public Employment Centers. 

‒     17 thousand people (8 thousand – of working-age) have got an opportunity to move from economically unfavorable rural places, more than 6 thousand people have been employed immediately.   

Implementation of ER 2020 alongside with other governmental and industry-based  programs, programs of territorial development, has affected positively on unemployment level, that has been decreased according to the results of the 3rd quarter of  2015 to 4,9% (below level of 2010 on 0,9 p.p.).

Over the years of implementation, within the Program, the number of the participants exceeded the planned figures on more than 100 thousand people, however not all regions have provided 100% performance, in this regard, the result of applied measures varied from region to region. 

Based on the above mentioned, formation of assessment and analysis tool, that allows comprehensive assessment of Program implementation by the regions of the Republic, is found to be very important.

By the order of Healthcare and Social Development of RK (Program operator) specialists of “Information and Analytical Center on Employment issues” JSC have designed such a tool in the form of consolidated index of performance for Public Employment Centers (CIP).

CIP assesses quantitative and compares the effectiveness of individual Employment Centers, allows obviously observe the differences in Program implementation by different levels (oblast, city, rayon). CIP value can be the benchmark of each region and acts like objective barometer of success in implementing ER 2020 by individual Employment Centers.  

General description of applied indicators, calculating methods and CIP structure are shown in the attached file

‒     On the basis of CIP, calculated based on the results of the implementation of the Program in 2014, rating of Public Employment Centers have been developed. It will be posted to the web sites of Ministry of Healthcare and Social Development of RK  and “Information and Analytical Center of Employment issues” JSC  in January 2016.

‒     On February 2016 the rating will be updated, taking into account the results  of the implementation of the Program in 2015.
