Two kinds of social payments provided for in this indicator are:

- the child nursing benefit from RB, planned -  151,5 thousand people, actually  – 159,4 thousand people;

- social payment for nursing from SSIF, planned – 142,6, actually – 130,9 thousand people.

Reasons of incomplete performing of the planned indicator of social payments (hereinafter – payments) from SSIF (87,6%)are:

1) implementation of standard for submitting by a receiver the document confirming the fact of income loss due to nursing of the child upon reaching one-year age, in particular:

- for employees – extract from the employer's order on unpaid leave for the child nursing;

- for the self-employed persons – copy of the application to the tax authority on suspension of their activities.

So, if earlier a woman may apply for assignment of benefit immediately after the child birth, then after implementation of this standard she shall wait for expiry of  sick leave certificate. In connection with this the number of payment assignments for 2013decreased. It should be noted that this standard is excluded by the Law of the RK dated 10.01.2014 under  # 156-V;

2) according to existing standards it is possible to apply for assignment of payments for the children born in 2013 within 12 months from the date of child birth, i.e. in 2014, too.

For the purposes of implementing the National qualification system:

- national qualification framework, Rules for development, revision, probation, application and approval of professional standards, form of Register of professional standard are approved;

- Coordination council on development of national qualification system is established.

- Plan of the staged development of national qualification system providing for preparation of professions standards is approved for the period till 2020 года;

- allocation and Rules for using funds for development of professional standards are approved for 2013.

Currently within the framework of the Plan implementing the Methodological recommendations on development of departmental qualification framework and professional standards are approved.

The instruction "Five steps on development of professional standards" and criteria for determining the list of in-demand specialties by kinds of economic activities are developed to be used by the state authorities at development of professional standards.

In 2013 the state authorities were engaged in development of 176 professional standards at the expense of  republican budget (Decree of the Government of the RK dated 29.04.2013, #406), with taking into account the recommendations of experts from European Union, European education fund, as well as methods used in European countries and the CIS states. All of them were coordinated by the Ministry in 2013.  

Besides, within the framework of activities on VET the group of Project on modernization of technical and vocational education affiliated to MES RK at the expense of the World Bank loan 147 professional standards for priority specialties are under development (geology, mining industry and production of minerals, energy, metallurgy, engineering, transport, construction, municipal infrastructure, agriculture, ecology, oil-and-gas and chemical production, education and tourism). In 2012-2013 there were developed 81 professional standards (79 – in 2013) which are coordinated by the Ministry. Work on the professional standards' development is under way.
